What To Do When an Employee Refuses to Shave

Navigating the intersection of OSHA regulations, HR policy, and employee relations.

The OSHA Requirement

OSHA Standard 1910.134(g)(1)(i) is non-negotiable: tight-fitting respirators cannot be worn with facial hair that interferes with the seal. This isn't just a company rule; it's federal law designed to prevent immediate health hazards.

Step 1: Verify the Need

Before enforcing the policy, confirm that the employee's role actually requires a tight-fitting respirator. Can engineering controls remove the hazard? Is the respirator voluntary or mandatory?

Step 2: The "Why" Conversation

Most resistance comes from a lack of understanding. Employees often believe that a "pretty good" fit is enough. Explain that facial hair can cause leakage rates 20-1000x higher than clean-shaven skin.

Step 3: Explore Alternatives

If the employee cannot or will not shave (due to religious reasons, medical conditions like pseudofolliculitis barbae, or personal preference), you must consider accommodations.

The Loose-Fitting PAPR: A Powered Air Purifying Respirator with a loose-fitting hood does not require a face seal and can be worn with a beard. While more expensive upfront, it avoids the legal and morale costs of termination.

"I'm glad you haven't been injured, but luck isn't a safety strategy. We can't verify your protection without a fit test, and OSHA protocols don't allow fit testing with facial hair because the seal is unreliable."
